The book is in Sinhala and Tamil only. There is no English in it, and the headwords and entries are set in Sinhala and Tamil script, so a buyer needs at least a working reading knowledge of one of the two scripts to use it. If you are looking for a Sinhala–English or Tamil–English dictionary, this is not that book.
It will suit Sinhala speakers learning Tamil and Tamil speakers learning Sinhala — students, teachers, public servants working across both language communities, translators, and families in Sri Lanka and abroad who want a bilingual reference on the shelf rather than a phone app. It is a compact working dictionary rather than a scholarly lexicon.
Godage is an established Colombo publisher issuing titles in Sinhala, Tamil and English, including a long list of reference and educational works. Copies of Sinhala–Tamil dictionaries are not easy to find outside Sri Lanka, which is much of the reason for stocking it here.
